Modernizing Critical Dam Infrastructure in Milledgeville

In 2017, PeoplesQuigley | DCCM assisted the City of Milledgeville in updating the Emergency Action Plan (EAP) for Carrington Woods Lake Dam in accordance with the GA DNR EPD – Safe Dams Program. HEC-RAS modeling was used to perform a breach analysis, identify downstream inundation zones, and update evacuation procedures for affected properties. In 2020, we prepared construction documents for major dam renovations, including principal spillway outlet upgrades, lake drain valve repairs, and emergency spillway crack remediation. Construction began in February 2023, and our team provided comprehensive construction phase services, coordinating change orders and addressing additional discoveries such as a void beneath the principal spillway, an abandoned pipe, and a non-functioning high water alarm system. Work was successfully completed in September 2023. PeoplesQuigley | DCCM continues to perform quarterly and annual dam inspections, producing Action Plans that outline recommended maintenance, ensuring long-term safety, reliability, and resilience for the city and its community.
